*芬蘭圖書館法
本法規定圖書資訊服務應由地方公共圖書館提供, 並推廣該等服務至其他區域及全國。
目標：公共圖書館提供的圖書資訊服務, 其目標是提供全體民眾平等的機會, 供
(1)個人修練
(2)追求素養及文化
(3)發展知識、建立個人及公民技能
(4)培養國際觀
(5)終身學習。

The objective of the library and information services provided by public libraries is to promote equal opportunities among citizens
(1)for personal cultivation 個人的成長
(2)for literary and cultural pursuits
(3)for continuous development of knowledge, personal skills and civic skills
(4)for inter-nationalisation
(5)for lifelong learning.

地方政府應依本法的規定, 安排圖書資訊服務。

在圖書館內使用館藏, 或外借該等館藏, 都應免費。

*芬蘭圖書館條例(Decree)
˙第一條 公共圖書館的中央圖書館功能(Functions of the Central Library of Public Libraries )
公共圖書館的中央圖書館應具備下列功能:
(1)做為全國的館際互借中心(act as the national interlibrary lending centre )
(2)推動公共圖書館彼此的合作, 以及公共圖書館與科學圖書館的合作(promote co-operation of public libraries and between public and sci-entific libraries )
(3)發展組織圖書資訊服務必要的方法及工具(develop common methods and instruments necessary for organising library and information services )
(4)由相關部會指定的其他業務 (perform other duties assigned by the competent Ministry. )
˙第二條 地區圖書館的功能(Functions of a Provincial Library )
地區圖書館應具備下列功能:
(1)支援區域內公共圖書館的資訊及館際互借服務(support the information and interlibrary lending services of the
public libraries within its region )
(2)發展與自身工作相關的資訊服務(develop information services relating to its own sphere of opera-tion)
(3)就圖書館工作的新模式及發展計畫, 提供人員的訓練(provide the personnel of the sphere of operation with training in new forms and development projects of library work )
(4)由相關部會指定的其他業務 (perform other duties assigned by the competent Ministry. )
˙第三條 地方政府的功能(Functions of the State Provincial Office )
地方政府應具備下列功能:
(1)與相關部會合作, 監督及推動民眾需要的圖書資訊服務, 評鑑該服務的近用性及品質(in co-operation with the competent Ministry, monitor and promote library and information services needed by the population, and evaluate the accessibility and quality of the services )
(2)推動地區、全國及國際的圖書資訊服務計畫(promote regional, national and international development projects in the field of library and information service )
(3)由相關部會指定的其他業務(perform other duties assigned by the competent Ministry.)
˙第四條 人員資格
圖書館法(904/1998)第8條第一款指稱的員工, 3分之2以上必須 具有大學學位或大專文憑, 或擁有專業資格, 包括在大學或職業機構修習圖書館及資訊的相關課程, 取得20學分。
在地方政府負責圖書資訊服務的人員, 必須具有較高的大學學位, 以及取得35學分的圖書館及資訊相關課程資格。
˙第五條 實施
本條例自1999年元旦開始實施。
第4條第1款不適用於本條例實行前, 已在圖書館任職的人員。
本條例實施後, 任何職缺的晉用, 都必須符合本條例的規定。
本條例實行前, 應採取必要措施準備實施。
